Extraordinary Assembly of FICTS
Milan (Italy), October 28th, 2007







Art. 1

An International Organization called “FEDERATION INTERNATIONALE DU CINEMA ET DE LA TELEVISION SPORTIFS - F.I.C.T.S.” has been constituted by the members who accept the present Rules. The officially abbreviation of the name of the Federation is FICTS. FICTS was recognized by the International Olympic Committee on the 10th of January 1983.

The legal seat and the operative seat are both in the city where the President actually lives. The seat may be changed but the new seat is to be deliberated in the course of an Extraordinary General Assembly with the majority of 2/3.

The official languages adopted by FICTS are: French, English, Italian, Arabic. The Italian language bears witness in case of disagreement or contested interpretation of some rule or article. The organizers of a FICTS event may use the language of the country where it is held.

The duration of the Federation is unlimited.


Art. 2

FICTS is a Federation without question of money.

FICTS is open to all organizations and persons of all countries that want to take part in it. It is completely non-political and respects all religions and is antiracial.

It engages to grant that it doesn’t exist any kind of sexual, racial, religious, politics or other kind of discrimination and it engages to grant the participation of everyone without the consideration of sexual, racial, religious, politics or other exterior motives

The rules in force in the International Olympic Committee are valid also for FICTS, mainly for what it concerns flags, national anthems, the election of its managers.


Art. 3

The main purposes of FICTS are as follows:

a)   To encourage the values, the Olympism, the ethic and the cultural function of the Sport Movement trough two mass-communication media like Television and Cinema, and to create a better knowledge of the sport world and of its moral values by the authors, actors, film directors and producers, pressing them for the diffusion of sport images.

b)  To pursue the knowledge and the divulgation of sport movies and videos that contribute to develop and to increase the cultural and artistic trends of Television and Cinema worldwide.

c)   To promote the best quality of the productions of sport images and to press the   producers for the diffusion of the images.

d)  To favour the meetings and the collaborations among those who work in a creative way in the sport’s sector through meetings, conferences, debates, congresses and manifestations on the sport Cinematography and Television and to stimulate also the study, the discussion and the knowledge of the cultural and    creative problems of this two mass media.

e)   To collect and to encourage the productions which may diffuse the credo of the Olympic Movement, may highlight the ideals and the spirit of it and may increase   the value of Olympism.

f)   To provide ways of collaborations and synergistic actions with the International Olympic Committee (IOC) through the realization of common projects and initiatives between IOC and FICTS. To increase the promotion of the Olympic   Value through the valuation and the diffusion of the images and videos patrimony of the Olympic Movement, through the FICTS activities.

g)  To provide the active involvement of the Information Management Department, of  the Olympic Museum, the Olympic Study Centre, the Olympic Solidarity and the IOC Marketing Department, aiming at inciting a profitable contact between Economic World and Sport Culture, also through specific initiatives (School and  Young, Formation, Research, Archive, Exhibition, Publications, etc.)

h)  To promote collaboration activities with the IOC through mutual communication actions and with the continuative and official presence of the FICTS in the moments organized by the IOC, such as Works Meeting, Conventions, Commissions, Information Instruments, etc.).

i)   To organize and promote, in agreement and with the support of the FICTS territorial representatives, with the National Olympic Committee (NOC) and with the public and private Institutions, the phases of the “World FICTS Challenge”  and the finale phase of Milan.

j)   To favour and develop the relationships with the NOC and the other International Federations, the Governments and the Non Governmental Organizations and with organizations having as their goal the promotion of sport with the aim to promote, at all levels and in the whole world, the interest of sport.

k)  To collect, order and spread information among its members and to convey to other organizations its points of view and decisions.

l)   Realizing together with ACNO, ASOIF and AGFIS a wide net of free distribution of technical - didactic audiovisuals to help and support those countries that have no possibility to promote and spread  the practice of sport as an educational and social need, mainly promoting the concept of “sport for all”.

m) Creating a “Professional Centre to teach the techniques to produce audiovisual supports useful to sport”.

n)  Creating and organizing a specific “Motion Picture and Television Library” collecting:

-   the production realized on summer and winter Olympic Games;

-   productions that may help promote and spread the creed of the Olympic Movement and exalt the Olympic spirit and ideals;

-   the production realized on sport in the silent period and the best sport films realized in every time of the world cinematography until today.

o)  Operating as a “Press Agency” and as “Public Relations” to:

-   support the Festivals privileging works enhancing the Olympic spirit and ideal;

-   spread news concerning the different Sports Cinema and Television Festivals;

-   facilitate contacts with the Management of the different Festivals and other organizations representing institutional and private cinema-related businesses and sport organizations of every  kind;

-   activate themselves in order to promote, in the field of cinema production, works drawing inspiration from the world of sport;

-   operate in order to obtain the presence of “sports cinema” in the most qualified and prestigious cinema Festivals of the world;

-   promote meetings, interviews, debates, conferences, conventions aiming to spread sports cinema in all its different aspects;

-   support the organization of sports events and festivals mainly in those continents where promoting and encouraging sport is most necessary: Africa, Asia, South and Central America;

-   Promote and help realize International, promotional Campaigns in favour of  Sports Cinema and Television.




Art. 4

The Members of the Federation fall under the following categories:





Art. 5


These are the National Olympic Committees represented in the preliminary meeting held in Turin (Italy) in October 1981 and later represented in the Constituent Assembly held in Turin on May 31st and June 1st by their official delegates as shown in the minute-book of the Assembly.



These are the Organizations, Associations and people that are called to participate in the Federation because of their special merits in the development of the cinema and television sports production.

A title of Honorary Member may be awarded by the General Assembly (with a majority of two thirds) as a motion of the Board of Directors.



Among the Honorary Members the General Assembly may elect an Honorary President who can participate in the meetings of the Board of Directors and take part in the Executive Committee entitled to effective vote.



Those are entitled to vote:

a)   Collective members

These are the International Olympic Committees of the different member countries, the Sports and Cultural Organizations of any country provided they are recognized by the Government of their country, the Producers, the Organizing Committees of the Festivals, the Public and privately owned Television networks of any country provided they are officially recognized by the Government of their country.

b)  Individual members

These are sports, cinema and television personalities, directors, actors journalists and writers specialized in sport that have produced films dealing with sport.


Art. 8 - The number of Honorary and Active Members is unlimited.

The members admitted have no rights unless they pay the membership fee that is determined by the Board of Directors every year on proposal of the Executive Committee.

The membership fee is to be paid by February 28 every year. A delay in payment will cause the Member to be suspended until he has settled his debt with the federal Treasury.


Art. 9 - The associated members are entitled to:

1) participate in the Ordinary and Extraordinary Assemblies eligible to vote

2) participate in the events set up by the Federation, in the meetings, Festival, trips, etc.


Art. 10

The privileges of the Federation’s members ends when the member resigns or is expelled.

A member may design at any time, provided that at any time of the resignation the member is a fully paid-up member.

The expulsion is to be decided by the Board of Trustees with the majority of two thirds, on the initiative of the Board itself or upon a written request signed by at least 10% of the associated members, for the following reasons:

a) refusal to pay any liabilities due to FICTS;

b) non-payment of membership fees due to FICTS for four (4) or more years;

c) refusal to comply with the provisions of these Statutes.

The expulsion may be adopted for a member whose behavior has caused moral and/or material damage to the Federation.


Art. 11

The Federation property is represented by the association fees paid by the members and by donations.

All financial resources are to be used to realize the aims and goals of the Federation except for expenses necessary to run the Federation or to constitute reserve funds.



The Federals Organism are as follows:

a)   Ordinary and Extraordinary General Assembly

b)  Board of Directors

c)   Executive Committee

d)  Auditors’ Committee

e)   Continental Organizations

f)   Committees


Art. 13

The ORDINARY ASSEMBLY is convened by the President of the Board of Directors or, if he is absent, by the first Vice President or the second Vice President or, if they are both absent, by the oldest member of the Board of Directors.

The assembly is to be convened by letter where the agenda is to be specified.

The letter is to be sent to all members with the right to vote who are up-to-date with payments of membership fees at least two months before the date stated for the meeting.


Art. 14

The Assembly is convened every two years before the end of the second social year. (January 1 / December 31).


Art. 15

The Ordinary and Extraordinary Assembly are convened any time the President of the Federation deems it necessary or upon request of two thirds of the members of the Board of Directors or of one third of the members.


Art. 16

The Ordinary Assemblies are valid when first convened if the majority of the members is present either personally or by proxy. In case the quorum is not formed, the Assembly is valid when convened for the second time whatever the number or members present.

Decision are taken by majority by the members present with the right to vote.


Art. 17

The Ordinary Assembly will deliberate on the following matters:

-   reading and approval of the President’s report;

-   approval of the final balance;

-   different matters on the agenda dealing with the activity of the Federation.


The Assemblies are leaded by the Federal President or by a member appointed by the majority of the Assembly.


Art. 18


It will be convened every 4 years in the 12 months preceding the summer Olympic Games.

Collective members (art 7/a) are entitled to 2 votes.

Individual members (art.7/b) are entitled to 1 vote.

Each country has a maximum of 10 votes at disposal.

The candidature for the appointment in the Board of Trustees, underwritten by a minimum of 10 Members, will be deposited in written form to the General Secretariat three months before the General Elective Assembly.

Over this date any other candidates will not be admitted. Each member could candidate for a single appointment.


Art. 19


The members of the Board of Directors are elected for 4 years and can be re-elected.

The Board of Directors is made up of 15 members:

a)   The President of the Federation

b)  1st Deputed Vice President

c)   2nd Vice President

d)  Secretary General

e)   Treasurer

f)   President for Europe

g)  President for Africa

h)  President for Arabian Countries and South-West Asia

i)   President for East Asia

j)   President for North America

k)  President for Central and South America

l)   President for Oceania

m) Honorary President

n)  three Councilors


All members of the Board of Directors are elected by the General Elective Assembly, every 4 years, by secret vote.

The Board of Directors meets at least once a year.

The Board delegates the Executive Committee to create the Committees he deems necessary to run the Federation in the best way.

The members of the Board of Directors have the right to vote (1 vote each) at the General Assembly.


Art. 20

The tasks of the Board of Directors are as follows:

a)   realize what has been deliberated by the Ordinary and Extraordinary Assemblies;

b)  decide on admitting or/and excluding new members;

c)   define projects and programs of the Federation to be submitted to the Assembly;

d)  elaborate possible changes of the Rules to eventually be submitted to the Extraordinary Assembly;

e)   create Committees and choose components;

f)   appoints possible external collaborators of the Federation;

g)  carry out all those initiatives that can allow the Federation to fulfill its social aims.



The Executive Committee is made up of:

a)   the President

b)  the 2 Vice President

c)   the Secretary General

d)  the Treasurer

e)   the Honorary President


Between the meeting of the Board of Directory, the Executive Committee shall deal with the Federation’s current business, value the administrative situation and be responsible for the day to day operation of the Federation.

In order to make federal life easier, the Executive Committee may take the decisions in name of the Board of Directory and deal with all urgent and current matters.

Decision are to be taken by majority among the members of the Executive Committee and be ratified by the Board of Directors during its first meeting after the resolutions adopted.

The Executive Committee is convened by the President or upon request of at least half of its components. If a meeting cannot be convened within an appropriate period of time, decisions may be passed through other means of communication. Such decisions shall have immediate legal effect.

The competence of the components of the Executive Committee is as follows:

a)   The President is responsible for running the Federation he legally represents.

The Mandate of the President has a duration of four (4) years and is renewable.

He takes care of how the whole organization works, signs the official Acts, convenes and presides over the Ordinary and Extraordinary Assemblies, presides  over the Executive Committee.

The President, in case of forced absence, is substituted by the Vice President Vicar.

b)  The Secretary General takes care of how the whole Federal Secretariat works, draws up the minutes of the Assemblies, of the Meetings of the Board of Directors, of the Executive and must grant the coordination and good working of         the different Commissions.

c)   The Treasurer keeps accounts, books of accounts and approves of the bill of costs and receipts within his prerogatives.


Art. 22 - AUDITORS

During the Assembly the members having right to vote will have to elect two Auditors who will have to:

a)   administratively check and control bills of costs and receipts;

b)  examine balance and control if it corresponds to what is written in the books of accounts;


One of the Auditors, in turn, will be able to take part in the meetings of the Board of Directors with a right to consultative vote.

The fiscal Year of the FICTS shall be the calendar Year January 1st to December 31st.



The worldwide structure of the Federation is realized through continental organisms called “UNION”.

Each Union is to have the same organizing structures and the same operative offices as the central Federal structure.

Each Union must have its own Rules.

The Rules of the Continental Unions cannot be opposite the Rules of the Federation though complying with the different social and environmental situations and, before being operative, they must be approved by the Board of Directors of the Federation.

If a Continental Union has not been made yet within the Federation and some countries belonging to that union are already members of the Federation, the election of the Continental President will take place during the General Assembly.

In case no country of a Continental Union is affiliated to FICTS, the Board of Directors may appoint one of its members to represent that Union.


Art. 24

If FICTS has no affiliate in a continent it will appoint, through the Board of Directors, one of its members to represent FICTS in that continent.


Art. 25

The International Federation will have to operate so that in each country, by each National Olympic Committee, there may be “Federation of Sports Cinema and Tv” operating in that country that will later have to become a member of the International Federation through the Continental Unions.








Art. 26

Any modification to the Rules is to be approved by the Extraordinary Assembly with a majority of 2/3 of the presents.

The members may vote also by correspondence on the modifications to the Rules proposed in the Agenda.


Art. 27

The dissolution of the Federation is to be deliberated by and Extraordinary Assembly convened on purpose. There cannot be any dissolution unless it has been voted by three quarters of the members with the right to vote. The Assembly deliberating the dissolution is also to deliberate the destination of the properties of the Federation. After the dissolution, the patrimony of the Federation should be devolved to other associations with the same aim or to public utility aim.


Art. 28

These Rules come into force immediately as they were approved during today’s meeting of the Assembly held in Milan – Italy in which there were the quorum of members with the right to vote. For all cases not included in these Rules, the Code of Italian Laws and the Olympic Charter will be applied.

FICTS is fully responsible for the association’s obligations by means of its patrimony, with the exclusion of any personal liability of any of its members, organs or employees.
